When you start Garmin Mobile PC with GPS receiver connected and working, then the program should start with your location on the screen of your laptop. But yes, if the GPS receiver is not connected to your computer, then the program has no way of knowing where you are.
I just tested this by starting Garmin Mobile PC while my USB GPS receiver was unplugged from my laptop. The location on the map was the exact location of where I was when I last time used the program.

2. Click on the GPS Info button (or press F1).
3. Click on the New Location button (or press F1).
4. Use the browse controls to move the map to the desired location and click on it.
5. Click the OK button (or press F1).
The only problem is that this location will not "stick". The next time you run Mobile PC it will start at the point it last had a fix (or some default location if it has never had a fix yet).
