I have no difficulty using the Find Nearby Places tool when I am not underway and using the GPS navigation tool.
But I have not been able to find a way to use the nearby places tool while traveling down the highway using the GPS navigation tool.
Specifically, I am interested in seeing nearby highway rest stops as I travel down the highway.
Is this possible?

Yes it is possible in some way.
If you are using S&T 2009, there is a free tool called S&T Keys 2009 that gives this function. You can navigate full screen or not and by just pressing a single key, you will have nearby place around your gps location. It is not perfect, but you can install it and give it a try to see if it meets your needs.
