I need a navigation software with USA maps (especially for New York) for my Kohjinsha SC3, which is compatible with its GPS device. I have tried MS Streets & Trips, but it fails to detect the GPS device on all baud rate settings.

What is your GPS device? Is it built in to the laptop? S&T will only work at 4800bps (baud) at a 1Hz refresh rate. What bit rate does your GPS run at?

Yes it's built-in, it failed to detect the GPS device even at 4800bps, however I have no idea about its refresh rate. I believe it just couldn't be configured.
Hi alvincyt, and welcome to Laptop GPS World. In some situations GPS Gate has been known to help GPS receivers to communicate with GPS software. You may give that a try, and let us know if it works for you.
The GPS is likely fixed at 9600 bps as with the Viliv S5. Changing the COM port settings will not affect its output. As Marvin says, GPS Gate can modify that to work with S&T.
Delorme Street Atlas, iGuidance iNav and Garmin Mobile PC will work directly with that bit rate. However Garmin Mobile PC can be fussy about working with an internal GPS.
