I hope so. First of all, I was wrong to request "ctrl-double-click" it really is CTRL-SINGLE-CLICK. See this quote from the S&T Help:
"
Tip To follow a hyperlink from the map without opening the balloon, press CTRL while clicking the pushpin symbol. This is a good way to check hyperlinks before saving a map as a Web page."
Of course, this will work for any hyperlink not just to a webpage, as the tip implies.
What I want to do with the minimum of interacting with the keyboard is to be able to open the file to which a pushpin is hyperlinked. I do not want to open the pushpin balloon to then click on whatever hyperlinks are there, I just want to open the file. To do that now, you ctrl-click. That is hard to do one-handed or while driving. A double-click opens the balloon.

No, the ctrl-click only brings up the first hyperlink item. And, knowing that, I would only put a single hyperlink in a pushpin balloon.
