Thor, I think you are misunderstanding the purpose of the POI folder.
The City Navigator maps that come with Mobile PC have their millions of POIs in the map database (GMAPPROM.IMG). You cannot do anything with them except search for them in Mobile PC. They are not available to users outside of Mobile PC. You cannot edit or add to them.
So for normal use of Mobile PC the ..\POI folder is not necessary.
The only thing the POI folder is used for is custom POIs. You normally create those by running a CSV or GPX file containing the necessary information through Garmin's POILoader program (a free download from Garmin's web site). POILoader will automatically create the POI folder if it does not already exist.
Unless someone has given you GPI files (custom POI files created by POILoader) to use, the POI folder is never necessary to exist. If you have GPI folders already created for you, you can just make the \POI folder in the ..\GarminMobilePC folder and copy the GPI files into it.
