The answer is probably obvious, but it is alluding me at the moment.
Let's say I send a City Navigator map and a Topo 2008 map of the same area to my GPS 60CSx memory card. Which will the unit use when I am in that area.
In the attached example, I send a few Topo tiles around Missoula, MT and the CNNT Montana map to the unit. When I am in Missoula, which map will it use?

Good question. If the display precedence for the American Topos is like Topo Canada, almost everything will display over top of it.
That is, if I have City Navigator tiles and Topo Canada tiles for the same area loaded on my eTrex Legend (or my iQue or Mobile PC or my Nuvi 765T), the City Navigator tiles will display. I have to unselect City Navigator if I want the topos to display.
If I have Metroguide Canada and Topo Canada, Metroguide Canada has precedence over Topo.
If I have City Navigator and Metroguide Canada and Topo Canada, City Navigator takes precedence over the others, then Metroguide Canada, and topos will only display if I turn off everything else.
Sometimes the only way you can find out is to test it yourself.

I think you're right. City Navigator wins!
I haven't tried it in Garmin Mobile PC as it's not important, but I don't think you can select a map set in the GPSMapCSx handheld.

Try this. This is how it works for a Garmin GPSMap 76 CSx, I believe the 60 works the same way:
- From the Map page press Menu then select "Setup Map"
- Press Menu again and you should get another menu.
- Select "Show None" and wait a few moments. It may take 10 or 15 seconds to deselect all map segments if you have many maps installed.
- Press Menu again and select "Show (whatever map set you want displayed)" and wait a bit again.
- Press Quit to get back to the map page.
On Garmin handhelds the Menu button is your friend.

I have had this unit for a couple of years and never noticed this option. My menus are different, but seems similar. After going to Setup Map, I can tab over to a function at the top of the menu that gives me an option to select or deselect maps. I can scroll through different maps.
I will have to experiment with this. I have a card with the d/c'd Topo Nat'l Parks in it right now and I can scroll through the park maps! Wow!

Although you can scroll through the list of individual map tiles, you should actually be able to enable and disable the display by product. At least you can on my Legend HCx.

I did some experiments. Loaded two Topo maps and a CN map to the unit. If I go into the Set Up map function, I can deselect CN map and my Topo map instantly loads! Wow! This is SO much easier than opening the case, taking out the batteries, changing those tiny little micro SD cards, and putting it all back together. If you dropped one of those gems in the leaves it would be lost forever.

For future reference, I found the text below in one of my manuals. It describes the hierarchy used to display overlapping maps. I looked in the manual for the 60CSx but it wasn't there. No wonder you were having problems . Hope this helps.

You cannot view multiple types of MapSource data in the same location at the same time (one replaces the other if there is an overlap). When you leave a CitySelect area for example and enter the area of a topographic map, the display changes to contour lines. The same is true when moving from a topo map to a CitySelect map. The BlueChart maps are at the top of the hierarchy and will replace any other map information. Here is the list of the hierarchy for your reference:
1. BlueChart
2. City Select
3. Metro Guide
4. Fishing Hot Spots
5. Points of Interest
6. U.S. Waterways & Lights
7. U.S. Topo
8. Roads and Recreation
