I'm trying to use the off road option to navigate back country (4x4). The software always points me back to the streets rather than following the predefined routing/waypoint path. Is it possible to exclude roads and follow the planned route instead?

Did you try Settings - Routing - Route Preference - Off Road? Or maybe Settings - Routing - Calculate Routes for - Pedestrian. You could also make sure everything is checked under Avoidance Setup.

If that doesn't fill the bill, get a copy of Ibycus Topo and import it from MapSource. It has NO routing information.

As you appear to be in British Columbia (by your handle), you might also consider Topo Canada v4 from Garmin or maybe BackRoad MapBooks if it covers your area. Both have considerably more routable tracks than those in CNNANT (the map that comes with Mobile PC).

Change your routing settings to what Terry recommended and that will do it.
