Natively true, but not completely true.
It will run in Windows on a virtual machine such as VMWare Player or VirtualBox on Linux and Apple computers.
There is no virtual machine capable of running Windows, AFAIK, for Windows CE/Mobile/Phone7, iPads/iPhones/iPods or Android devices.
If there is, please let me know.
However, it can run on these devices if you have remote access software installed, such as Citrix, VMWare, Wyse PocketCloud or VNC that allows you to view and control a Windows session running on a remote PC.

Of course, you've got to have a live data link to the PC and in the case of the VMWare software, expensive server software on the back-end.
