No good news on this one. I'll let Garmin Product Support tell it:

Dear Ken,

Thank you for contacting Garmin International. I would be happy to help you. At this time with the software only version of Mobile PC you wouldn't be able to purchase any locked mapping program for it. It will work with other maps if they aren't locked like Topo or Metro Guide Europe.
